Msexchangefbpublish and error updating busy

After migrating from Exchange 2000 to 2007 (which is a story in itself - public folder migration failed, and I had to restore them from backups and recreate the system folders), decommissioning the Exchange 2000 server and Windows 2000 domain controllers, and fixing (I think - I thought I had it fixed earlier once, and after 2 days, it came back on its own) the problem with offline address books not being created correctly, the last problem that remains is free/busy. All users can see free/busy information for everyone. In Outlook 2003, users can see free/busy information for users created after migration, but can't see free/busy information for users that were migrated. Running outlook /cleanfreebusy produces an error message "Unable to clean your free/busy information on the server" for migrated users, but succeeds for new users. Autodiscover seems to be configured correctly, but I guess it's two different problems. We moved our public folder area, we went into each storage group to makesure they pointed back to our good public folder area. I keep getting an error in Outlook that says it can't "Update the public free/busy data" along with these errors in the event log: Event Type: Error Event Source: MSExchange FBPublish Event Category: General Event ID: 8207Date: 8/20/2002Time: AMUser: N/AComputer: EXCHANGE2Description: Error updating public folder with free-busy information on virtual machine EXCHANGE2. No accounts were migrated from Exchange 5.5 and we have Service Pack 3 installed. Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder. This problem may occur if the public folder store was dismounted and then remounted, or if the public folder store was otherwise disconnected and the session was therefore disconnected. We do not use outlook 2003 in our organisation, only outlook 2007 and outlook 2010.

Does anyone have any suggestions on what might be causing the problem or how to fix it? The server is windows server 2003 SP2, the exchange server is 2007 sp3.Exchange was migrated from exchange 2003 and the exchange 2003 server is removed from the organisation. We are getting an event ID 8207 error on Exchange 2007.
